Honestly you can probably find any local basic web programmer including whoever does your content management system, they should be able to do this without much effort. If you spell out the criteria and all the possible 'data options' from your salary survey, you can probably find someone to do it for a few thousand or less. Your first stop should be whoever programs your web site to keep it in the same technology, if that exists...
