I believe the post you referenced was related to costs for setting up magazine templates, but I'll try to steer you in the right direction.
It sounds like you're looking for "custom publishing", which I recommend trying to work out with a local printer first if possible just 'cuz it's nice to have somebody you can talk to in person.
The Publishing Group is a company out of Minneapolis I used to work for and they do/did a good number of sports-related titles, in-flight magazines, and basically whatever...I think they're going by TouchPoint now and they own their own press + distribution co. too, so costs can be saved:

If you need someone to help with the initial design and launch, I may be able to help get you started on the right foot. My wife and I just finished launching a Blu-Ray DVD print title last week for the Official Playstation Mag and we should have some time over the next few weeks...
